David Nicol, P.E.
David A. Nicol is an independent transportation consultant with experience in developing and conducting highway transportation training courses. He previously held a variety of engineering and management positions with the Federal Highway Administration in Georgia, Delaware, California, and Colorado. David finished his federal career as a Senior Executive in FHWA Headquarters. Upon his retirement, he served for several years as an Assistant Director with the Delaware Department of Transportation, with oversight of environmental studies, stormwater management, hazardous materials, pavement management, materials sampling and testing, and ADA program implementation.
David holds a BSCE from the University of Massachusetts – Dartmouth and is a registered Professional Engineer in the State of Delaware.
